Only if you have power to mix, and a source of good clean paper.
For those of us off grid and in the wilderness, hauling concrete 6 hours, and spending money for gas to run a genie, but for pumping water it becomes very costly.

We have studied all alternative methods and it is hard costly work.

Well anyone who said it would be cheap, did not have enough experience.
Basicly this mix is Mortar extended 100% by volume. Advantages are that bricks demold fast, don't burn,mold chip or degrade.
I agree that portland cost to much, and to much CO2 footprint. By the way MasonGreenstar uses this much portland.
If you need dirt cheap, you will probably have to build with dirt (adobe). That is a lot of heavy work(I have done that).
Papercrete is not cheap, still it saves a huge amount of energy.
