Yes, sounds like a plan
Especially building out the back with pumicecrete first.
I'm not sure you need rebar, in fact it might cause the mud to split apart where it goes through it because it will get hotter from the fire than the clay will.
Cob works fine alone.
The cinderblocks would be good as a base, but keep the body of the firebox uniform in materials, wether adobe blocks or cob....it's all mud.
Is your house made with a permit?
They have their own ideas about safety as you know....
I used a metal chimney flue as I got higher for ease of going up through the roof etc. No problems so far after burning for 3 or 4 winters. (MY time flies).
You might want to checl out other references too. I know the book Adobe! by Sandra Seth and someone else has a very good more professional fireplace section....
