You're probably ok with hazardous placards on private property.
But DO NOT transport any container with placards that it doesn't actually contain. At least not here in the states.
The penalties for transporting a placarded container that doesn't contain hazardous are the same as transporting hazardous without placards. I doubt I needed to mention that here but the penalties are severe enough to ruin your life for quite a while.
Plus if emergency services has to come out for any reason they probably won't go near it.

Best thing I've come up with over the years are sea containers.

Then put some of those flammable goods stickers on each wall. It's a pretty brave thief who'll cut their way into a container with flammable goods stickers on it.
