Note that unless your paper/coupons are "fresh", many of the coupons might be be out of date by the time you can recover them from the waste stream and sort through them.
Note further that in rural areas, where papercrete can more easily be used for construction, there might not be an adequate number of stores to use the coupons.
Unfortunately the "extreme" coupon shows on TV gave couponing a bad rap and many stores really clamped down. But the online competition is still fierce so price matching, with or without coupons, is another way to save.
But again, a good coupon is just like money if it's for something you were planning on buying anyway.
