I need to build a small meeting area of about 40 x 60ft.
and along the sides have side by side dormitories.

I am not sure if a dome could spread a 50ft. radius with just
papercrete blocks?

4o feet by 60 feet is 2400 sq ft area.
A dome can easily accommodate by splitting it into two floors i.e. a
ground floor and a mezzanine floor. A doom with radius of 25 feet will
meet this requirement.
A dome of 50 feet radius will give you a huge area of about 10,000 sq
feet if you take it into 3 floors. But constructing such huge domes is
a not a light hearted project. You should build smaller domes first.
Consider elliptical domes which are very easy to build with papercrete
blocks.
