That is correct, you certainly can use that ratio.
Many papercreters vary their formulas based on the application. For instance, in Abiquiu we mixed latex paint into the batches that would be in contact with the rubble trench and close to the ground. Higher pours did not get latex because they will be protected by porches.
There are probably almost as many different mix formulas as there are papercreters. I don't put any dirt into my pc, but I do often add a small amount of borax. For infill purposes I use little cement, for other mixes I use cement up to the weight of the paper, or sometimes even more.
